From Commerce City... The level of our reserves is determined by the reserves policy, which sets the reserves as a percentage of the budgeted expenditures. When the reserve policy was established, the fund was adjusted to be consistent with the policy. No money has been taken from the city’s reserve accounts since the policy was established. So the reserves declined when our budget declined and have increased again in 2010 and 2011. We are not aware of data prior to 2007.
